What do you mean? Volcker aggressively raised interest rates, & it worked. He tamed inflation. Eventually. And with a high human cost. Is there something else he tried that failed? I'm glad we avoided a Volcker Shock this time around.
There are models that show how discrimination can persist even if it's inefficient according to other models. Friedman, Stigler, et al just didn't like them for bad reasons.
