you can get water cylinders with heat pumps integrated. they are popular in America.
Yes I have seen them in Europe. Good solution. In southern Spain, solar thermal with resistance heating backup works very well. Hardly ever need the backup so heat pump for hot water would never show an ROI. Cheap €700split A/C units one per room provide heat In winter, cool in summer.
