Ok this is weird. In the bathroom of the new place I’m staying in, one wall has odd, dry “drips” that move very slowly downward over the course of days/weeks. It’s not paint texture. You can wipe them off but they slooowly drip down again. Nothing visible causing them. Above is dry & it’s not steam.

The other walls in the room, same paint, same conditions, do not have this happening. It is very very odd but I’m hoping someone has an explanation I haven’t thought of. Oh & it was there when I moved in. I wiped it off and then it reappeared slowly, dripping down again, over the course of weeks.

If you're certain it isn't evaporated steam from the shower, mixed with a bit of dust to turn it brown, the other main possibility is "surfectant leaching"—the paint separating because of how it was first applied
