Yes, but that's (very) historic & bound up with how the Met was created. A more recent example is #Crossrail#ElizabethLine with higher frequency inside (roughly) the London boundary. I'm not saying it's at all likely, but it *could* become an issue at some point without oversight.

Elizabeth line skips stops inside London on Reading trains to give faster journeys and the seating layout was designed to give long distance passengers directional seating at the expense of capacity in the core.
