There is technically no in person early voting. Voting by mail is the only way to vote early in the state. Voting by mail is becoming available in different counties at different times.

Right now in Montgomery County Pennsylvania you can walk into the county elections office, request your mail-in ballot, be handed your mail in ballot immediately, fill it out and turn it in. This is effectively in person early voting and it's happening right now.
