If you have a public job guarantee coupled with the option for people to take a basic income instead, it resolves the problem. I sincerely do not understand why the double policy approach is so difficult to grasp.
True. But (a) a JG plus a basic income guarantee does do this, and (b) to the extent that the JG is democratically managed, it can be used to establish the "right" offer from the outset.
I think the difference between what's proposed here and the "workfare" concept is that the latter seeks to place people in private sector jobs that are often low-paying and low-skill. The JG described here is linked to public works, public good, upskilling and good labour standards.
