I haven't got a written thing on this, but service floors. Want a gov crown, state school accreditation or an NHS logo? Got to meet the minimum (TCOP & PSED as a start?).

It starts with infrastructure. The UK one is hopelessly outdated. What passes here for gigabit ethernet is quite frankly an insult to actual gigabit connection speeds. And that's not even including that most of it is on shared infrastructure, half of which is still copper wiring iso actual fibre.
I would start thinking about how public services could be delivered, not in the current national/regional/local silos, but collaboratively using the tools of the internet age. There's a model that already exists. I wrote about it in relation to #localgovphilrumens.blogspot.com/2024/03/loca...
