My quibble is that while it leads to constant building, it’s constant under-building. For targets to be useful we need an estimate of what it takes to undo the shortage.

As to the 7%, I don’t think you are right on this. I have analyzed this for Canadian metros and the neutral vacancy rate is consistently around 3%, including for Montreal.
