Same here. For us, it comes to either $912 or $1,140 for a year ($76 or $95 / mo), depending on the space. It turns out that parking is an "Auxiliary Enterprise", and as such cannot be supported by state funds. Big bummer. policy.ucop.edu/doc/3420341/...
If it were me, I'd treat cover letter and side e-mail more or less equally if they had the same content, though I'd probably seek to document important points from side conversations in official correspondence just so senior editor (or my replacement if I have take a leave) knows what's going on.
then it could be worth your time to broach the subject with the editor. Keep in mind, the editor chose the reviewer and might already respect their opinion. Easiest way to get a vibe check is to place yourself in the editor's shoes and see how your argument would sound if *you* had to adjudicate.
You can initiate a conversation with the editor about basically anything. Different journals / editorial boards have different policies and/or cultures, and your mileage may vary. But if you have a reasonable argument and the journal isn't already looking for an excuse to reject manuscripts anyway,
