See my other comments, but "you have to hire enough people that employees are not working much more than 40 hours a week" is an example of a perfectly reasonable rule that can "decrease efficiency" of a business, cause additional workers to be hired, and lead to good outcomes across many sectors

"actually, you can't use a machine (generative AI) to replace the work of a screenwriter, and if you want any screenwriters, you'll have to agree to ~arbitrary limits on the use of that technology." OH nooooooo, the efficiency losses. (what I'm saying is that this dynamic is to be expected.)
