It's reasonable to characterize this dynamic as one of the "costs" of increased power held by labor. But this cost is not "an emergency" AND it should be weighed against other hidden costs e. G. "the cost of corporations shifting money into sectors of the economy that only hedge funds care about."

See my other comments, but "you have to hire enough people that employees are not working much more than 40 hours a week" is an example of a perfectly reasonable rule that can "decrease efficiency" of a business, cause additional workers to be hired, and lead to good outcomes across many sectors

The most "efficient" hospital is a ruthlessly triaging single doctor with a gun and infinite bullets. Wheeeeeee!

For the same reason that "actually, you can only have this much overtime before people sleep" can be a safety measure, even WHILE it also, say, causes a hospital system to have to hire more medical staff.

But in any event, didn't we all learn in the last 5 years that "efficient" systems are [almost necessarily] less resilient? Lack of resilience in the face of, say, a big global shipping crisis like we so recently had just transparently IS a worker safety issue.

Doesn't really matter if a rule can be "generally applied across the economy" when it's a labor union in one specific industry, tho. Different things can be different, even if that's inconvenient for theorists.
