This means making sure that all high schools offer rigorous coursework. And that all students are nudged into taking such rigorous coursework. And that K-8 education sets all students up for success in such coursework.
It seems that what has changed is that elite schools accepting fewer students from those categories. So close "policy response" to the change is to invest in univs. where those students *are* going, to enable *even more* learning/success? Seems like MacKenzie Scott philanthropy on target?
