OK, looks like that misleading map was produced by a Dallas meteorologist who emphasized (after pushback) that he was only suggesting places to go if there are power outages, despite titling his graphic "WHERE TO EVACUATE?" Not great! www.facebook.com/DylanFederic...

... so I don't remember if I had more context when I first saw this, but what I gathered this was was "where to evacuate TO"--eg don't leave Tampa and expect to just pop into Orlando

Do you think maybe he titled it "WHERE TO EVACUATE TO", and some precious editor forbade the dangling preposition? Maybe should have gone with "BEST PLACES TO WHICH TO EVACUATE".

I think this map is poorly labeled to the extent it implies that people should ignore local evac instructions, but it's not wrong that if you want to evacuate somewhere that will have electricity, you'll prob need to go outside the red area.
