Do you think maybe he titled it "WHERE TO EVACUATE TO", and some precious editor forbade the dangling preposition? Maybe should have gone with "BEST PLACES TO WHICH TO EVACUATE".
I think this map is poorly labeled to the extent it implies that people should ignore local evac instructions, but it's not wrong that if you want to evacuate somewhere that will have electricity, you'll prob need to go outside the red area.
