A number of commenters have correctly noted that even the counties marked in red in the map below don't have to *entirely* evacuate. Residents of each county can look up which specific parts of their county are subject to evacuation orders.

My aunt is in Lee County and technically doesn’t have to evacuate (yet)…but we’re talking right ON the line. My cousins weren’t able to talk her out of staying. “I-75 is all backed up!” (Google Maps shows maybe an extra 30 minutes to get to Miami.) 😩

I have a sister located in Clearwater, just south of Tampa, in an area right on the gulf coast and surrounded on three sides by water, and even she is not in an area designated for mandatory evacuation. She lost her house during Katrina, however, so she’s still getting the hell out anyway.
