This report examines the state of UK-EU relations on climate and energy and asks what new forms of cooperation might be feasible.

Energy is a rare area the EU actively wants closer cooperation with the UK, given the UK's value to its energy security. And - importantly - there are several unfulfilled commitments in the TCA. These are easier to start than negotiations on brand-new additions, and could have major econ effects.
