And, in the years since the TCA was signed, climate and energy has overlapped increasingly with economic and security policy. This means there are gaps in the treaty which need plugging - potentially as part of a new UK-EU security pact

Energy is a rare area the EU actively wants closer cooperation with the UK, given the UK's value to its energy security. And - importantly - there are several unfulfilled commitments in the TCA. These are easier to start than negotiations on brand-new additions, and could have major econ effects.
