Thank you for working on this and for posting it here. There was a good bit of discussion of the philosophy of civil-military relations at West Point, and it struck me during the police riots in 2020 that I've rarely heard the same discussions around law enforcement.

Yup! We were also surprised by the paucity of research on those lines.

I even remember the issue of federal paramilitary units (SWAT, CIA SAD) and state/fed law enforcement being swept aside as "well, they're not armed forces because they're not under DoD." (But also probably motivated remembering on my part.)
