Ok, but have to disagree w/ "two great sentences." Even as one who has a tendency towards overly-complicated sentence/grammatical structures, these were impossible to decipher before a third reading.
I agree 100% with your suggestions. But the reason universities don't do this isn't mysterious. It's not bad admin, or even "corporatization of the university." It's that these actions would require *faculty* to reach consensus and coordinate—on a topic where they are very far from consensus.
