Beat me to it. The inability to comment on footnotes is Word's single most annoying feature.

It’s up there. Though if I had to make a list of annoying Word features there would be plenty of competition! (Header/footer editing is archaic, inserting images is annoying, weird formatting problems at the ends of pages, endnote numbering glitches, I could go on…)
