Sort of…but of course it was a key demand of Manchester/GM deal with Osborne (before May), linked with having a metro mayor (which is why you initially needed a mayor to reregulate). So very little to do with May or Corbyn And thanks largely to the bargaining of local not Westminster politicians.
To repeat a point I made often at the Other Place: trains get all the headlines (not least because lobby journalists are the kind of middle class professionals who use them a lot) but buses are used by far more people, particularly poorer people. Making buses work better is v worth doing.
