The problem here is the same as with meta - those at the top/in control have an ideological opposition to privacy/moderation etc

So what’s the solution? No two people are ever going to share the exact same opinion on content moderation, so you’d either need to run your own network to enforce your personal moderation preferences (Mastodon-style), or create filters on an existing network based on those preferences (Bsky-style).
