Ask 18-20 year olds to spend two years doing in-home work as Social Stimulus Partners or Senior Citizen Wellness Assurance Advisors or whatever, then give them a college tuition benefit like the G.I. Bill. Same money you would have given them as a loan, but now it doesn't have to be forgiven.

I would be wary of a program like that. Immature people not doing it for the right reason and too little oversight in private homes. How about professionalizing the job of certified nursing assistant, so these mostly POC immigrant women can earn a living wage?

Many of my European friends did exactly this as a non-military option to national service, and they all said the same thing: the most meaningful experience of their lives at that point, meaningful relationships that lasted beyond their term of service and reshaped how they saw the world.
