I agree in terms of goals, but this very much fits under redistribution vs pre-distribution paradigm. IMO the “price caps” enable cop-out on holding IOUs responsible for ensuring their investments are just and reasonable.
Genuine question, how will these caps work? Specifically, who’s picking up the cost of the portion that is over the 6% threshold?
For those seeking more info: This is from “expert” testimony submitted by NatGrid to the New York Public Service Commission as justification for (what I believe to be) an obscenely high ROE. It’s likely the end result will be less than what’s requested but probably much more than what it should be.
