I agree in terms of goals, but this very much fits under redistribution vs pre-distribution paradigm. IMO the “price caps” enable cop-out on holding IOUs responsible for ensuring their investments are just and reasonable.

And I think that carries to military and health care too! We can’t use progressive taxation as cop-out for corporate malfeasance and lack of accountability

Just and reasonable mostly means that the PUCs can't act in a confiscatory way, it doesn't mean anything about common sense for the societal purpose of an electric system or equity priorities which is what these caps are about. The caps are an extremely minimal intervention to that end.
