There are definitely societal needs for restorative processes. Police are not part of that. General populace aside, police are more likely to kill other members of the criminal justice system(to say nothing of police killing themselves and each other). It is not a functional institution.
I think you overestimate how rampant murder is in the populace. Police do not deter murder... consequences deter crime - to the extent that they can deter fundamentally irrational actions. Police are also genuinely bad at *solving* crimes (check homicide case closure rates).
