There are definitely societal needs for restorative processes. Police are not part of that. General populace aside, police are more likely to kill other members of the criminal justice system(to say nothing of police killing themselves and each other). It is not a functional institution.

Restorative societal processes ultimately require the threat of force. The police generally don't function well. But any reform or replacement would still need to be organized and armed. Without the threat of violence, laws are just suggestions.
