I think they need a camera out there. With a sign that says “smile you’re on camera” That will give some people pause and any others can get a less vague letter

They could start by turning on the lights on the south side of the parking lot, where the dumpsters are. And do more than just give everyone a "post-it" and target the actual perpetrators.
