For siting, I figure if you sacrifice the golf course at Andrews you have plenty of room to build some apartment complexes. It improves security as well since it's on a base, and there's already transit to the capitol from there I believe.

All sounds great to me. Security was something I wondered about but just from a foreign snooping perspective but you have that with existing apartments too.
