This is like saying the holocaust wasn't a genocide because the Nazis tried deportation first.

If you would like to expand on that analogy to make it intelligible you are welcome to but I confess that I don't think you are talking about the same set of facts that I am. Israel seems plainly in violation of their international commitments but it doesn't have to be genocide to be wrong.
