Yes, that's true. There's no legal regime for when someone gets refugee status.

UNHCR (UN High Commissioner for Refugees) = refugees generally UNRWA (UN Relief and Works Agency) = a complicated legacy definition but basically people in Israel, Jordan, Lebanon, Palestine, or Syria who were displaced or descended from people displaced in ‘48 and ‘67, except Jews.
