To play devil's advocate here, and because English *does* have frequent ambiguity, it is possible they're saying "even before Biden's term, there have been problems. 'Drug abuse' in the White House is not new"
This is a window into real military medicine. It is not about getting us healthy, it is about keeping us operational. A lot gets overlooked or covered over with pills, etc... if it keeps us going. I despise Trump as much as the next person but this is more about Ronny Jackson.

In my subconscious I know for certain that Trump Administration was the equivalent of feeding a bunch of gremlins after midnight and locking them inside the White House. I'm certain that *NOTHING* good happened in there, but I would like to spare the details for my peace of mind.
