it is my personal opinion that when you direct a bomb at a military target within a crowd of civilians, with the full knowledge that the civilians will be hit, you are in fact "targeting" civilians for all intents and purposes

fwiw this is the classic distinction given in the MPC between "intentional" vs "knowing" conduct. like the classic classic, as i think the hypo was bomb under a bystander's seat to assassinate someone sitting next to him. you don't *intend* the bomb to kill the bystander, but you *know* it will.

This obfuscated way of targeting civilians (find an acceptable target that happens to be in or near large civilian populations) is how most nuclear targets are determined. The whole goal is to threaten civilians while pretending you’re just targeting the enemy. It’s really nightmarish stuff.

Amazing they own up to knowing there are civilians in the vicinity prior to bombing and yet still speak as though its justified. Everytime Jihadists attack military or political targets knowing there's innocents in the area its universally condemned as terrorism.

yeah it's a distinction without a difference. Like telling someone you're not stabbing them you're just stabbing the hamburger they just ate.

This would mean civilians become lawful tools in war. When one could use civilians to force the enemy to either break the law or stop attacking, civilians wouldn't be safer in military conflicts, they would be used much more often.
