You asked for the ‘mean’ age. Anyone who is under 18 is a minor, a child. I think it also might be a perception issue if you are young. I’m in my 50s and 16/17 is still a child.

Minor and child doesn't conjure the same images though. A child is usually someone not yet a teen.
