One nice thing about a public developer is that when there is political will to appropriate subsidy, it can easily be plowed in after the program is up and running. I agree they should appropriate as much as possible, but should also get the program up and running ASAP.

That sounds like a problem with undersupply of income restricted units, not a problem with a cross subsidy program.
