Yes, and they could have been automated without AI, however the blocker is often culture, not technology. AI, does seem to have captured the imagination though, and it is being used to automate functions across #localgov, but in a largely unstructured and unmeasured way.

I'm seeing a lot of this. New toy, don't know what to do with it because the mindset and skills of the people handling it haven't changed. It amounts to a total overhaul of business processes and refresh of training, just to figure out how to use the new product.
