That sounds about right; it's one thing to say "let's let people stream the course remotely" and a whole other thing to build out the network infrastructure to make it happen. If they weren't already building out when COVID hit, the lead times on switches/routers/etc got way too long to start up

Yes also different requirements for different needs, big lecture hall course with minimal student input much different than a conversation-based language course or a small seminar. Also the tech people & pedagogy people have very little overlap (in my experience)
