I research and teach on the apocalypse and part of that is case studies of disasters and the thing my students learn almost immediately is that the first thing that happens when disaster strikes is that other people look for ways to help the trope of immediate anarchy is historically untenable

My mom used to say that death brings out the very best and very worst in people. She was talking about funerals and such, but I found it applied to the pandemic too, and I'd offer it's the same with natural disasters. Most people rise to the occasion, and it's some of the best of humanity IMHO.

I'm reminded of the good ppl across the bridge after Katrina hit who were racist and afraid that they just opened fire on ppl trying to escape the city. I generally agree with you here but there is a certain feral core of aholes who will see opportunities

My trolling of choice is to comment on prepper "shit hits the fan" loadouts that they forgot the most used disaster response items: work gloves and crayons.

I've lived through major earthquakes and major hurricanes, and this has always been my experience; sadly, my experience has also been that most people soon lose steam, and only a few make a sustained effort at longtime help and support.

That does still sound like anarchy though. Acting without regard for zoning regulations or confines of business restrictions.
