It's good that Santos was expelled. But just want to remind everyone that the reason so few House members have been expelled is there used to be a stronger norm that they would resign if charged with similar offenses

To the extent that today is "unprecedented", it is that precedent, not expulsion, that is the more noteworthy

I'd think many of them resigned not because of the norm, but because it was made clear to them that their only choices were resign or be expelled, and they thought resigning was better. But Santos decided, probably correctly, that expulsion would be better for his post-congressional income.

Important point. Disapproval from members protective of the House as an institution was a force strong enough that testing it in a floor vote was understood to be futile.

Yes. Norm for them as individuals with some social constraints still, and norm for their party, whose social constraints are just pretty much toast.
