Alex recently explained that the Justice League active at the time of Kate Godwin's first appearance included Guy Gardner, Maxima, and Bloodwynd. Out of Leagues for Coagula to be rejected by that's slightly better than the Detroit Justice League.

For clarity, we don't know exactly when Kate tried out for the Justice League so it could have been a different team.
