AIUI, it's illegal in many states to hand things out at polling places at least notionally to prevent people from bribing voters.

I say "notionally", because, of course, this is usually actually enforced when people are trying to do things like hand out water to people standing in long voting lines, where the long lines are because of an underprovisioned precinct as a sideways means of voter suppression.
