The cities will turn to ghost cities. The rich will have chefs (and their families of course) in their walled compounds. Everything will be very very quiet.

The rich will likely implement Neofeudalism where law and property are owned by different corporate ceos who emulate feudal lords in the workplace, and the mass amounts of land they buy will be turned to company towns like the fiefdoms of the past
