After Justine Ruszczyk Damond was murdered in 2019 by MPD officer Mohamed Noor, Frey launched a task force to examine off-duty work. The task force met twice and then dissolved.
In 2022, Chief O'Hara described MPD's off-duty work system as "rife for corruption". In 2023, the DOJ said MPD's off-duty work system was poorly managed, undermining supervision and accountability for misconduct.
