As professional drivers, they should be among the best on the the road, just as LGV drivers should be and usually are. Not sure why taxi/PHV drivers so frequently fall so far short - is it just lack of enforcement?

I guess so, but I've reported loads of taxi drivers for this kind of thing, and many of them have at least received NIP letters from police. The more people using cameras, the better.
