I know it gives a height bonus. It doesn't impact every lot in the city, and is focused on areas near major transit routes.
Not sure how this compares to the variance this project needs, but Cincinnati's new "Connected Communities" plan allows affordable housing to get one extra story compared to the regular zoning allowance.
Been car free for two years now in Cincinnati. Obviously a lot of people can't afford that luxury, but there are many like me who can and should sell their cars. It would probably take me switching jobs and working somewhere inaccessible by transit to purchase another car
