Interestingly legislative gender quotas are not so strongly associated with perceived democracy.

In our survey of practitioners in foreign aid and democracy promotion, we find that the answer is Yes. These professionals view progress on women’s rights as contributing to a more democratic regime, even in countries that do not hold open elections.

When I used to teach an upper-level undergraduate class on IOs, I really liked assigning Ian Hurd's "International Organizations: Politics, Law, Practice" textbook, which has chapters on specific orgs that provide background info in an accessible and interesting way
