That said I'm not sold on this policy turn under Biden being a failure quite yet. And I think a lot of its architects explicitly intended to break out of the short term-ism that has accompanied power building, both in the academy and in the courts and admin state, on the liberal left for a long time
If indeed there are points of failure (inevitable in any movement), the questions should be whether they are due to policy design, a misreading of the political economy in which the policies were situated, or a miscalculation of the forecast for how policy was used for powerbuilding
