I was there in the winter of 2004-5 which locals told me was a good winter. Given the amount of snow, I can’t imagine what a bad winter would have looked like.

There was the one where they got caught flat-footed by~3' of snow right around 2 pm, stranding full school buses all over the city. My parent said there were 50-60 school kids hunkered down in the supermarket by their house for almost a whole day, waiting to figure out how to get home.
