Yes. I think very few administrators will stand up in meaningful ways to these shifts, in part because of fears for their own job security. It will also be the rare Board of Trustees or wealthy donor who will step up to buck these trends. But we can always hope.
Like with much else I really hope if Trump wins that U.S. federalism will prove to be a major roadblock to his and Vance and Heritage's deranged schemes, but even then it will be faculty and staff in red states and likely "reddish-purple" states who will suffer.
Surprisingly few tenured/TT professors will meaningfully stand up either. (Tenure is billed as being there to make professors fearless truth tellers, but I've mostly observed people fearful of losing the status and security--this will make it much worse)
