Putting aside the fact that "cost" should not be a factor in education, I'm going to level with y'all: there is no "cost effective" way to do the project of education. For example: it costs upwards of $50k to train a single US Army soldier, not counting any specialized training.

iirc my undergrad cost the school like 90k per student per year but they subsidized about ~40k or in my case 80k (yay need based financial aid)

Now, I'm not presenting the example of a soldier to make a point about our government's funding priorities (I am); rather, I'm presenting this to demonstrate that there is no cheap way to provide an environment in which an individual not only learns skills but learns to apply them flexibly.

For several decades now the airline industry has been benefitting from the training we provide for our military pilots. It's extremely expensive to get flight time to train and Uncle Sam can afford it. Ever since we cut back, because drones are more cost effective, there's been a pilot shortage.

One of my takeaways from the however many tens of thousands it costs just to train a basic US Army GI, and the associated theoretical cost of training a child from age ~6 to entering the job force is that, obviously, it's /worth it/ to do so. It's a positive sum investment to spend that much.

The question of "cost" keeps getting thrown around with regards to crucial services and it baffles me that anyone still takes the bait. I don't expect my water bill to balance with my water profit, I expect to have some fucking water when I hand the money over!

In 2018, TRADOC estimated $55,000 to $74,000 depending on MOS and training locations. Over 1990-2000, I was always told it was more than that, but it is possible that accounting is not the infantry's strongest suit. ...but that's for three months. ...go to Python cram camp, kids.
