I wonder if they had planning issues with the loud colors or something. The choices are definitely weird, I would have also expected at least the awning and balcony colors to be reversed. (Some of their more typical freestanding formats have featured the balcony just hanging there tho for sure.)

By which I mean planning oversight approval issues, from whatever entities might have oversight there
